Raymond Zapanta is new Barangay Secretary; Joan Acaso is retained as Treasurer (updated)

Punong Barangay Rodolfo B. Te has appointed former three-term kagawad Raymond Zapanta as the new Barangay Secretary effective January 2013. He was concurred by the Barangay Council last January 5, 2014 during the regular session. The appointment was based on PB Oping Te's final decision. Meanwhile, Treasurer Joan Acaso's re-appointment has been concurred last December 1, 2013. Ms. Acaso's efficiency has been cited as the basis for her re-appointment. Also announced was the appointment of Ariel Rubia as new tech-voc supervisor and Manolito Seguerra as new BFARMC pointman.

9.02 million Annual Budget approved

The Sangguniang Barangay has approved its Annual Budget for 2014 in the amount of 9.02 million pesos during its regular session last November 3, 2013. PB Oping Te has announced that the fund will be used to pursue his human development agenda, with funds allocated for the improvement of Day Care centers, technical education, gender and development, livelihood, peace and order, health and social services, water systems, among others. The fund allocates 55% for personal services, 20% for the BDF, 10% for MOOE, 10% for the SK, and 5% for calamity. The SK fund amounting to almost a million will await the directive from the government.

1.805 million BDF for 2014 approved

The Sangguniang Barangay has approved the 1.805 million Barangay Development Fund during the regular session last November 3, 2013. According to Kgd. Junnex Oberez, projects include allocation for Day Care centers, water systems, drainage systems, concreting of approaches and roads, among others. Priority sitios include Dona Rosa, San Roque, FESA-Proper A, Rovical, Prudential, DUHA, Pogi-lawis, St. Michael and San Jose. PB Oping Te announced during the session that the improvement of Day Care centers will be his priority, with five centers getting almost half of the BDF. The Barangay has also approved its supplemental budget for 2013 which has allocated funds for the acquisition of equipment for the two Barangay Health Centers.

TECH-VOC to be institutionalized in Barangay Daliao

The Community-based Technical Vocational Training Program in Barangay Daliao will be institutionalized in order to gain National Competency II accreditation from the Technical Education and Skills Development Authority, according to Kgd. Ryan Maboloc, one of the founders of the program, as per advice by TESDA Director Nestor S. Tabada. Engr. Bong Dumugho, kagawad-elect and training supervisor, will attend an orientation at TESDA to commence the process of accreditation. The Barangay Council has also allocated 300,000 pesos for the purchase of a transformer, which is necessary for the welding classes. Trainings are free of charge for Barangay Daliao residents. For 2014, Electrical Installation and Maintenance will also be introduced. The Program will constitute two levels, NC I and NC II. INTERNAL RULES OF PROCEDURE OF THE SANGGUNIANG BARANGAY OF DALIAO

Republic of the Philippines City of Davao Barangay of Daliao  SANGGUNIANG BARANGAY INTERNAL RULES OF PROCEDURE  SANGGUNIANG BARANGAY OF DALIAO   WHEREAS, the foregoing Sangguniang Barangay Internal Rules of Procedure are necessary in order to govern the orderly conduct of the members of the Sangguniang Barangay;  WHEREAS, the promulgation of these rules are imperative in the efficient discharge of the powers, duties, and functions of the members of the Sangguniang Barangay, pursuant to the pertinent provisions as found therein in the Local Government Code of 1991 (RA 7160).  NOW THEREFORE, on motion of Kgd. PB Oping Te re-elected

Punong Barangay Rodolfo Te was re-elected by overwhelming vote during the recent October 28, 2013 Barangay Elections. PB Te garnered votes of 5,116 against Noel Tega's 3,044. Mayor Rodrigo Duterte endorsed Team Oping Te during their visit at City Hall. Six members of Team Oping Te also made it. Re-elected were Kgd. Rene Pe Benito, Kgd. Genaro Oberez, Kgd. Rodel Granada, and Kgd. Ryan Maboloc. Engr. Bong Dumugho and Mr. Anthony Mulat also won during the election. Kgd. Susan Tega placed seventh during the election. The 16th Barangay Council will hold its inaugural session this coming December 1, 2013. The internal rules of procedure have been drafted by Kgd. Barangay Urban Gardening

The City Agriculturist Office sent Agriculture technicians as judges to the 2nd Barangay Daliao Urban Gardening Contest. Mr. Edgardo Haspe, Ms. Rufina Doysabas, and Ms. Emma Villanueva visited the organic farms in the barangay last July 31, 2013. Kgd. Ryan Maboloc, Chair of the Committee, was happy to announce that the winners for the contest, Mr. Lino Rosales, Mr. Edwin Yabut, and Mr. Roger Gonzales will receive their cash prizes in August 2013. The prizes are 3,000, 2,000, and 1,000 respectively. Final ranking will be announced soon. Mr. Rodolfo Dumlao, barangay staff, guided the judges to the location of the plots. The purpose of the program is to promote urban farming and enhance food sustainability in the barangay.

Kagawad Maboloc encourages positive dialogue this election season

Since the Commission on Election has already promulgated the guidelines for the 2013 Barangay Elections, potential candidates including incumbent barangay officials have already started doing consultative visits to different sitios to hold discussions with the barangay constituents. It is in this light that incumbent Kagawad Ryan Maboloc is encouraging positive discussions and dialogues with the people. "We just highlight our achievements and what we can do to help our constituents live better lives", this in a way was the message he relayed. "Ultimately, the people should elect those leaders that they deserve," he adds. As of the moment, at least two persons have expressed their willingness to challenge incumbent PB Rodolfo Te. There are already twenty five (25) prospective candidates for Sangguniang Barangay members. The filing of certificates of candidacy will be in October 15-17, 2013.

Davao Food Terminal to be built at DARATEX

Congressman Isidro Ungab has revealed that the Southern Philippines Food Terminal Complex will be built at the National Development Company (Old DARATEX) property in Daliao, Toril, Davao City. An initial investment of 250 million pesos has been allocated by the National Government for the project. The project involves the construction of storage facilities, market stalls, warehouses, and others. PB Rodolfo Te attended the briefing conducted by the Congressman together with representatives from the National Economic Development Authority early this year.

SK Daliao holds Open Youth Chess Tournament

The Sangguniang Kabataan of Daliao will hold the first SK Daliao Youth Open Chess Tournament beginning June 28, 2013 at the Daliao Barangay Plaza. This was revealed by SK Chairman Diana Lataquin during the last regular session of the Sangguniang Barangay. Engr. Bong Dumugho will be the head of tournament. There are two categories, Under 12, and Under 18. Chess Champion John Rey Batucan, who hails from Barangay Daliao, will grace the tournament. Big prizes are at stake for the tournament which is supported by PB Rodolfo Te and the Barangay Council.

PB Oping Te to run for re-election

With the COMELEC in the thick of preparations for the October 28, 2013, Barangay Elections, PB Rodolfo Te has indicated to the stalwarts of his team in the Barangay Council his intention for re-election. The COMELEC has scheduled a registration for one week for new voters, the filing of the certificate of candidacy on October 15-17, and the campaign period come October 18-26. The line up for Team Oping Te are Kgd. Rene Pe Benito, Kgd. Junex Oberez, Kgd. Ryan Maboloc, Kgd. Rodel Granada, Engr. Bong Dumugho, SL Walter Zapanta, and Sec. Hermie Rosales.

One million BDF Projects to be implemented

Around a million pesos worth of 2013 Barangay Development Fund Projects will be implemented this month, according to Kgd. Junex Oberez, as per record of the last regular session of the Sangguniang Barangay last June 16, 2013. The projects include road concreting at DUHA, Guardian Street (boundary between Lizada and Daliao), concreting of approaches at San Nicolas and San Roque, road concreting at Rovical, line canal at St. Michael, renovation of the barangay administrative building, among others. "We are giving to the people the service they deserve", says Kgd. Ryan Maboloc, Infra Committee member. Also in the pipeline are the community stage at Sitio Prudential and community building at Sitio San Roque. Kgd. Rene Pe Benito, Kgd. Rodel Granada and Kgd. Barangay Daliao promotes organic urban farming

Barangay Daliao is promoting organic urban farming in order to advance food sustainability in the barangay. Committee on Agriculture, Fisheries and Technology Chair Kgd. Christopher Ryan Maboloc has recently inspected the entries to the 2nd Urban Gardening Contest sponsored by the Barangay Council of Daliao, in close coordination with the City Agriculturist Office. The gardens use organic fertilizers cultured locally by Mr. Lino Rosales with the support of Unlad Kabayan, an NGO assisting the barangay in the promotion of organic farming. The plots are located in Sitio San Jose, Barangay Daliao, and grows squash, eggplant, tomatoes, pechay, okra, alugbati, mongo beans, and other crops. The purpose of the project according to Kgd. Maboloc is to promote food sustainability and encourage the people to be self-reliant in the barangay by using idle land which can be cultivated. Barangay Council holds successful Araw ng Barangay

The Barangay Council of Daliao has conducted a very successful Araw ng Barangay Daliao last May 1, 2013 with the theme, "Katawhan, bahandi sa katilingban." The celebration included a mass, the launching of the Agri-Fair, Basketball Championships, and the Mutya ng Daliao, among others. Congressman Isidro Ungab led the Hugpong sa Tawong Lungsod in the rally during the afternoon. He informed the Barangay of the 5 million new barangay hall project. PB Rodolfo Te thanked all barangay constituents for the support. The occasion was also graced by City Councilor Kaloy Bello, Councilor Bong Advincula, Councilor Bernie Al-ag, Councilor Rachel Zozobrado, Councilor Myrna Dalodo-Ortiz, Dr. Joselle Villafuerte and candidates Jopet Baluran, Atty. Engr. Dumugho, TECHVOC Supervisor, to run in October

Engr. Joseph Bong Dumugho, TECHVOC Supervisor, has decided to try his luck in the forthcoming October 2013 Barangay Elections as a barangay kagawad under PB Rodolfo Te. Congress has not included as a priority bill the postponement of the 2013 Barangay Elections paving the way for the possibility that it will push through. Congress has also set aside a budget of three billion pesos for the political exercise. Engr. Dumugho, together with PB Rodolfo Te and Kgd. Ryan Maboloc, is one of the men behind the highly successful TECHVOC Program of Barangay Daliao. The TESDA Accredited Training Center has trained some 300 people since its inception in 2011.

Line up for October 2013 elections revealed

In a meeting held right after the regular session of the barangay council last January 20, stalwarts of Team Oping Te have pushed for an initial line up of candidates in the forthcoming October 2013 elections, should it push through. After due considerations, the slot of Kgd. Munding Zapanta, who is in his last term, will go to his brother Walter Zapanta. Names have been floated but Kgd. Zapanta was given his discretion. Tech-Voc supervisor Engr. Bong Dumugho will run in October. In addition, Sec. 5 Million New Barangay Hall to be built

Congressman Isidro Ungab will allot five (5) million pesos for the construction of a new Barangay Hall in Barangay Daliao, PB Rodolfo Te has revealed. The new two storey building will have offices for the punong barangay, barangay justice system, and an assembly hall for barangay constituents, among others. As per records during the regular session of the Barangay Council, the project is expected to be implemented this year. It will be taken from the Priority Development Assistance Fund. Meanwhile, the 200,000 renovation of the Multi-Purpose building in the barangay is expected to begin next month. The operations for all barangay offices will be transferred in the building once the facility's improvement works are completed.

TESDA Director attends LGU-Daliao Tech-Voc Graduation

Technical Education Skills and Development Authority Provincial Director Nestor S. Tabada attended the Culmination Programme for the 4th Batch of the Technical-Vocational Education Training of Barangay Daliao held last January 19, 2013 at the Barangay Covered Court. Engr. Tabada, in his Inspirational Talk, encouraged the graduates to develop "good behavior at work" and improve on their "abilities and skills through more trainings", in order to "contribute to society's development". He also encouraged the graduates to further hone their competencies in order to find greater employment prospects. A total of 62 graduated from the Ornamental Metal Arc Welding and Consumer Electronics. PB Rodolfo Te thanked Engr. 4th Batch TECH-VOC graduation come January 19

The culmination for the fourth batch of trainees in the TECH-VOC Program will be held this January 19, 2013, according to Kagawad Ryan Maboloc, Program Coordinator. There are a total of 62 graduates for Metal Arc Welding while 42 will finish from Consumer Electronics. The program has an annual funding of 75,000.00. All students are free from paying any form of fees. Engr. Bong Dumugho, Training Supervisor, said that graduates will receive certificates from TESDA. Barangay Daliao is a duly certified LGU Training Center. PB Rodolfo Te, TESDA Director Nestor Tabada and barangay officials have been invited to the event.
