House panel archives bills on postponement of barangay, SK polls

MANILA (PNA) — Members of the committee on suffrage and electoral reforms of the House of Representatives voted on Wednesday to archive all pending House bills and resolutions calling for the postponement of the barangay and Sangguniang Kabataan (SK) elections.

During the committee hearing Wednesday, at least 22 lawmakers voted in favor of the motion of Valenzuela City Rep. Magtanggol Gunigundo "to lay on the table all pending bills and resolutions calling for the postponement of barangay and SK elections."

In effect, House committee chair and Cavite Rep. Elpidio Barzaga said, this would mean suspension of deliberations on the measures indefinitely and that election of barangay and SK officials will push through as scheduled on October 25, this year.

There are 21 House bills and two resolutions which call for the postponement of barangay elections now pending at the chamber.

Barzaga said this was the consensus reached during the meeting on Tuesday with President Benigno S. Aquino III and the Senate.

"It is not good impression on the people if the executive and legislative branches of government are divisive on this," he said.

House Deputy Majority Leader and Iloilo Rep. Janette Garin also said there was no time left to pass a law postponing the elections.

Bayan Muna party-list Rep. Neri Colmenares earlier said the incumbent barangay officials were elected with a three-year term and it could not be longer.

"If we postpone the elections this year, we are extending their term, which is not representative of the will of the people but of Congress," he said.

Akbayan party-list Rep. Walden Bello said the election is "crucial for sustaining the momentum of political reform" that was started with the May presidential polls.

"I’m worried that if we postpone (elections), we risk going into an economic downturn. We don’t want to endanger our economic recovery," he said.

DPWH to implement more infrastructure projects in Barangay Daliao - PB Rodolfo Te

The Department of Public Works and Highways (DPWH) has implemented various infrastructure projects in Barangay Daliao this year. The road widening project to four lanes in J. dela Cruz St. and Fish Port Ave. is on-going while another budget has been allocated for various road concreting projects and drainage improvement in the barangay, including a proposed multi-purpose building that will serve as a new recreation center. PB Rodolfo Te is grateful to President Rody Duterte, Mayor Sara Duterte, Sen. Bong Go, and Congressman Isidro Ungab for the progress they have brought to the barangay. The Sangguniang Barangay, especially the Committee on Infrastructure led by Kgd. Genaro Oberez Jr., and members Kgd. Ryan Maboloc and Kgd. Joseph Dumogho, has been active in the effort to push for equitable and sustainable development meant to benefit their constituents and the next generation. Barangay Daliao is one of the biggest barangays in Davao City in terms of population.

Sangguniang Barangay Committees assigned

Committee chairmanships in the Sangguniang Barangay of Daliao have been assigned during the first regular session of the new council held last July 7, 2018. The powerful Committee on Finance is now handled by Kgd. Joseph Dumogho while Kgd. Junex Oberez holds the chairmanship of the Committee on Infrastructure and the Committee on Peace and Order. Kgd. Dumogho is also head of the Committee on Agriculture and Fisheries. Meanwhile, Kgd. Ryan Maboloc now chairs the Committee on Education whereas Kgd. Lolito Sucayre handles the Committee on Ethics and Good Governance and the Committee on Urban Planning. Kgd. Rodel Granada holds the chairmanship of the newly merged Committee on Health and Social Services while Kgd. Anthony Mulat is head of the Committee on the Environment and the Committee on Solid Waste Management. Kgd. Munding Zapanta is chair of the Committee on Tourism and SK Chairman Maymay Aquino, by law, chairs the Committee on Youth and Sports.
