OFFICE OF THE SANGGUNIANG BARANGAY BARANGAY ORDINANCE NO. 05 SERIES OF 2013

Introduced by Kgd. Christopher Ryan Maboloc During the Regular Session of the Sangguniang Barangay held last July 21, 2013 at 10:AM. 

AN ORDINANCE ESTABLISHING A TECHNICAL AND VOCATIONAL EDUCATION DEVELOPMENT PROGRAM IN BARANGAY DALIAO 

Sec. 1 Declaration of Policy 

Pursuant to the mandate of Section 390 of the Local Government Code of 1991 (RA 7160), the Barangay shall constantly pursue the promotion and development of technical education as a vital instrument in the development of our constituents. 

Sec. 2 Objectives of the Program 

1. To promote technical education as a means to realize the economic potential of our constituents; 
2. To develop skills development as a knowledge based approach to human development in the barangay; 

3. To improve the employment prospects of our constituents in the present knowledge-based economy. 

Sec. 3 Definition of Terms 

1. Technical education – refers to skills competency trainings designed by the Technical Education Skills and Development Authority. These competency trainings include welding, consumer electronics, building wiring, auto-mechanic, among others. 

Sec. 4 The Technical Education Skills and Development Authority shall assist the barangay by administering the following: 

1. Accredit the project as a Community-based Technical Vocational Education Training Program; 

2. Accredit the identified competency program and the trainers/instructors who will carry out the lectures and actual skills trainings; 

3. Provide technical assistance and knowledge to the instructors and supervisor of the program in order to carry out its objectives more effectively;  
4. Monitor the implementation of the training program on a quarterly basis; 

5. Ensure the compliance of the Program to the systems and standards imposed by TESDA on the identified competencies to be accredited for NC I and NC II; 

6. Issue a certificate of completion for all qualified trainees who have accomplished the prescribed number of hours for the identified skills programs at the NC I level; 

7. Recommend Assessment Centers for examinees who wish to take NC II level exams;

Sec. 5 The Barangay Local Government Unit shall undertake the following: 

1. Provide funding for the implementation of a community based Technical Vocational Education Training Program which includes, among others: 

a. Salary and honorarium of trainers and instructors; 

b. Provisions for the Construction of a Training Center; 

c. Purchase of training equipment and tools; 

d. Provisions for the purchase of supplies and materials; 

e. Provisions for the maintenance and other operating expense of the Center; 

2. Identify and select prospective students from the different barangays ; 

3. Allocate funds set aside for the scholarship of the prospective students; 

4. Identify, in coordination with TESDA, the competencies that will be implemented in the Community-based Training Program; 

5. Appoint, in coordination with TESDA, the instructors and supervisor for the Training Center; 

6. Award a certificate of completion, with the approval of TESDA, for NC I passers of the program ; 

7. Provide financial support and assistance for the NC II level exams of trainees at accredited TESDA Testing centers; 

Sec. 6 – Qualification of Grantees and Scholarships 

1. The barangay shall provide scholarships to qualified barangay residents for them to avail of free skills competency training. 

2. Scholarship beneficiaries must be barangay residents, at least 15 years of age, male or female; 

3. Barangay officials, Sitio Leaders, and other barangay functionaries may recommend scholars to the Punong Barangay who shall approve the same. 

4. Prospective students shall undergo an interview and shall attend an orientation before the start of classes. 

Sec. 7 – Effectivity – This ordinance shall take effect immediately after its posting in three conspicuous places in the barangay, and review and subsequent approval by the Sangguniang Panlungsod.

DPWH to implement more infrastructure projects in Barangay Daliao - PB Rodolfo Te

The Department of Public Works and Highways (DPWH) has implemented various infrastructure projects in Barangay Daliao this year. The road widening project to four lanes in J. dela Cruz St. and Fish Port Ave. is on-going while another budget has been allocated for various road concreting projects and drainage improvement in the barangay, including a proposed multi-purpose building that will serve as a new recreation center. PB Rodolfo Te is grateful to President Rody Duterte, Mayor Sara Duterte, Sen. Bong Go, and Congressman Isidro Ungab for the progress they have brought to the barangay. The Sangguniang Barangay, especially the Committee on Infrastructure led by Kgd. Genaro Oberez Jr., and members Kgd. Ryan Maboloc and Kgd. Joseph Dumogho, has been active in the effort to push for equitable and sustainable development meant to benefit their constituents and the next generation. Barangay Daliao is one of the biggest barangays in Davao City in terms of population.

Sangguniang Barangay Committees assigned

Committee chairmanships in the Sangguniang Barangay of Daliao have been assigned during the first regular session of the new council held last July 7, 2018. The powerful Committee on Finance is now handled by Kgd. Joseph Dumogho while Kgd. Junex Oberez holds the chairmanship of the Committee on Infrastructure and the Committee on Peace and Order. Kgd. Dumogho is also head of the Committee on Agriculture and Fisheries. Meanwhile, Kgd. Ryan Maboloc now chairs the Committee on Education whereas Kgd. Lolito Sucayre handles the Committee on Ethics and Good Governance and the Committee on Urban Planning. Kgd. Rodel Granada holds the chairmanship of the newly merged Committee on Health and Social Services while Kgd. Anthony Mulat is head of the Committee on the Environment and the Committee on Solid Waste Management. Kgd. Munding Zapanta is chair of the Committee on Tourism and SK Chairman Maymay Aquino, by law, chairs the Committee on Youth and Sports.
